Junction Box in Attic Space.

Crazy ideal some instpector said to me. Considering I'm used to Commercial/Industrial this is a residential question. Does anyone know of some new rule saying you cannot have a junction box in an attic space unless it can be accessed below the cieling? I understand about 3' workspace rules but this seems bizzaro. Provide code number please.

As long as there is access to the JB from above then you do not need access from below
