junction box inaccessible behind drywall?

I have been told that is is permissible to locate a steel junction box behind a drywalled wall if the wires in the junction box are properly terminated. This is different from my understanding of the code. Is this right or wrong. If it is right, can you direct me to the code that allows it. Thanks.
