Junction Box mounting height

Hi all.

Quick question. Is there a minimum mounting height for installing a junction box? To my knowledge, there isn't one. I've heard of 18" to avoid snow/flooding, but I think that was more a general ease of access.

Use: Texas (checked TxDOT requirements and there are none), outside, on concrete column, for use of aesthetic lighting along sidewalk. Access for any maintainance would be someone standing on the sidewalk working on the column.

If the proper box is used you could put it in the floor, sidewalk, or ground

No NEC limitation on height if as Roger stated the proper box is used.
