The existing middle light pole will be move 10 ft, does that mean that I need a junction box or hand hole on the old light pole?

Yes if the existing wiring is to remain then a junction of some sort would be required assuming that this is a raceway type installation and not direct burial. If it is a raceway you could connect the two ends of the raceway together and then re-pull new conductors. What is condemn lighting?

That reminded me: decades ago, when I was a helper, we were wiring a new bar/lounge on the main floor of a hotel in downtown Richmond. The guy we were working directly with (son of the owner, I believe) complained that the lighted exit sign in the "greenhouse" section was too bright with the lights dimmed.

I took the sign back down and re-wired the two incandescent sockets in series, which dimmed them down perfectly. I also helped the guy design and position the speaker pockets in the low walls around the dance floor. He and I got along well, and he asked the boss to keep me there until the job was done.
