When is a box not a box?
This box has two conduits connected to the bottom. One is 3/4" and has two #8 AWG THHN conductors. The other is 1.5" and has 15 #8 AWG HMWPE conductors. http://www.performancewire.com/product/hmwpe-cathodic-protection-cable/ the Outside Diameter of the HMWPE conductor is 0.370 inches (?). Inside the box are 14 lugs connected to "RS" shunts, and one lug connected to a bus bar which is connected to the other ends of the shunts. One conductor from the first conduit goes to the bus bar lug and the other is spliced to one of the conductors in the second conduit. The remaining conductors are connected to the shunt lugs.
Is the box a junction box or is it an equipment inclosure? rs shunt.jpg
 
Sounds like an enclosure to me. Really no different than a standard box that has factory equipment mounted in it from the manufacturer.
