Junction boxes or troughs ahead of utility companies meter

Hello,
I have always refrained from installing any sort of access (i.e junction boxes / gutters) to the utility company's cables before ahead of the meter / be it underground service or overhead.
I have installed large tap boxes on multi-unit commercial space buildings which would then pipe into each meter underground, but never in a residential situation.
I have not found anything within the NEC or the Chicago Electrical code which prohibits. I'm thinking I need to check the utility companie's requirements which is Commonweath Edison / Excelon Co.
If I had to guess it would need to be lockable. May I please get your input.

POCO's do not have to comply with our rules as they have their own that they comply with. I wouldn't see a problem with it as long as it was lockable and not installed in a place where it could be susceptible to damage. But you would have to get their blessing on this one.
 
My POCO requirements are laid out in their customer service handbook. It used to be they wanted LBs etc to be able to be sealed with a meter seal
