Can AHJ allow 314.29 to be violated?
This will be with implemented procedures in industry location, above a drywall ceiling for lighting(luminaires). No access panels present.

Not in my opinion. 90.4, second paragraph states, "By special permission, the authority having jurisdiction may waive specific requirements in this Code or permit alternative methods where it is assured that equivalent objectives can be achieved by establishing and maintaining effective safety." There is no way to provide equivalent access. :confused:
 
I also agree. You see this a lot where there was a t-bar ceiling and they want to install a hard lid. Not so bad when it's wood framing and you can get up there it's when they use tin can studs that it really becomes a problem.
