It depends on the neon tester. I had some that would not glow even a little bit with only one lead of the tester touching a hot wire, but if you held the other lead in your fingers it would glow almost the same as when touching both the hot and grounded conductor with the tester leads. Other testers would glow very dimly with only one test lead touching a conductor. I would expect the tester to glow the same on a grounded wye and ungrounded delta when connecting the tester between the ungrounded and a grounding conductor. You may be able to tell the difference if you hold one lead of the tester and touch the other one to the ungrounded conductors, but I am not sure....it has been a very long time since I have actually used a neon tester.I think that on the delta you might see a dim and perhaps uneven light from the neon. On the wye, we know we would see a bright, even light on all three phases to ground. Don't have access to delta, so I can't test it.
