So here's a Q
article 410.15 (B) (2) talks about a raceway Not installed within the pole...
does this mean that someone ran conduit outside the pole base? and is the code saying that we can't use loknuts or bonding bushings for our grounding and bonding?

I think what this is talking about is when the supply comes up outside the pole and the nipple is to allow the connection of the supply raceway at the bottom of the pole.

those tools are not part of my daily arsenal.

It also says "or attached".

I see nothing disallowing the use of locknuts for that attachment or for the bonding the pole as long as the raceway is allowed by 250.118.
