The designer is showing several loads (Micro,VAV,AC) on a K-13 rated isolation transformer that will also serve computer room receptacles. Will these "other" loads affect the transformer and the "clean" power to serve the computers?

"K-rated" transformers do not provide clean power. They are designed to live with the dirty power (e.g. harmonics) created by the use of non-sinusoidal loads such as UPS's and computer switch mode power supplies.

Are you questioning the designer?s choice of a K-13 transformer? The designer selected a K13 transformer based upon the harmonics produced by computer loads an other laods that may have switching power supplies.
The core of K13 transformer is design to reduce heating and it also provides a 200% neutral.
As far as clean power goes it does basically nothing there. If it was supplied with a electrostatic shield that would attenuate some noise being transmitted between the pri. and Sec windings.
