When doing a design build project how do you determine if a job has to be fully rated or if you can use series rated equipment? Do the breakers in the MDP have to be fully rated, and thebub panels. is their an easy rule of thumb to determine this if it is not speced by an engineer?
 
Do yourself a favor and just plan to go with fully rated.

A series rated system is probably going to be more trouble than it worth and that's if it can even be achieved at all.

I would agree with Roger, you loose coordination and depending upon the size and amount of motors at your facility, you maybe prohibited from using Series Rating all together.
A fully rated system is easier in the long run.

WOW! different world here...90% or better of the systems I inspect are series rated (ones over 22k , at least)...the competitive market in this areas demands it...
 
You need to provide a whole lot more information. So far your question is not much different than asking if you should buy a pickup or a van with no discussion of it's intended use.

As David pointed out coordination may be a concern (i.e. data center or hospital) or it may not (i.e. residential). Also a 10kAIC breaker can not be series rated if the panel's motor load is greater than 100A, this usually isn't a problem for 100A and 200A branch panels, but it probably is a concern with a main service to an industrial plant.

And I agree with augie, in this area some series ratings are used in almost every residence, apartment, "strip" mall and office building.
