I am working at a gas compressor station in Florida. We have a cable that is #4 AWG from a gas cooler that has to go into a terminal block that will only accept a #8 AWG wire. the engineering concept os to use a reducing compression butt splice. this will work, but I am under the impression that splicing in a power panel is against code. Is this true? If so, can anyone tell me the chapter and verse?

See 312.8 but be sure to read the whole article, not just the opening sentence.
