Its basically talking about bonding of your neutral and ground. Neutral and gound are only bonded in your first means of disconnect. It sounds to me they are discussing feeding a garage or some sort of outbuilding. The neutral and ground would be bonded in your first means of disconnect (panel) and anywhere after there the neutral and ground would need to be isolated.

Where the feeder supplies a separate building or structure, the requirements of 250.32(B) shall apply.

This is an 08 change 250.32 no longer allows a feeder from one structure to another to use the grounded conductor (neutral) unless it's existing, as an EGC. The reference in 215.6 was needed to coordinate with the revised language in 250.32(B).

So now you must povide an egc to the second structure and isolate the neutrals and egc at that second structure .
