Keyed switches

Can a keyed switch be installed to switch a fan internal to a heater, instead of a toggle swithch? The heater is located inside of a closet and limited to qualified individuals for service.

Yes. The NEC doesn't forbid them to be used as the required disconnect. In fact, wouldn't it be better?, as it would eliminate some non-service person from re-energizing the equipment. On the other hand, OSHA may not like it, as it is not a lock-out, tag-out procedure, as there is no paper trail.

What is a "Lock-out, Tag-out procedure"?. Can you explain it little bit detail?

are kidding right? your profile says electrical engineer, do you have any practical field experiance or just book learning?
lock out tagout is some thing that will keep you going home at the end of the day if you do electric work. Lock it in the off position, check it in the off position, make sure any stored energy is released, tag it so we know who is working on it. When repair or work is completed the reverse the above.
Contact your employer or whomever you do work for and ask them for a copy of their LOTO procedure if they don't have one make one and live by it

The disconnect for a motor, per 250.102(B) has to have the provison for adding a lock permanently installed. Qualified individauls or not has no bearing on the type of disconnect used.
A motor disconnect switch is normally required to be horsepower rated, its doubtfull if the key switch is. The best source for infromation on lock-out tag out is NFPA 70E, electrical requirements for employee workplaces
