Kitchen counter outlets

I am wondering how some would handle this installation.I have a counter in a kitchen which has outlets at 4 feet apart. The first to the left of a double sink is 8" from the edge. It is about 36" to the wall from the right side. This wall turn 90%. There is a outlet 24" from the edge of the right side of the double sink. No problem except now they install a appliance garage in the right hand corrner. The outlet on the right is now in the garage and is not in the counted required outlets. The wall of the appliance garage is 10" from the right side of the double sink. The outlet to the right of the garage is 8" from the garage. If I measure horzonially along the wall it will be about 7' from the right side of the sink to the outlet outside the right wall of the garage. The space between the sink and the garage is 10" and since an outlet is required for 12" or more of counter or within 24" from edge of sink would anyone require a outlet in that 10"?
I have the same set up in my home and the contractor did install a outlet in the 10".
It is not very feasable to use so we almost never us it. Also too close to the sink.As I read the code one is required. Would appreciate any comments.

from 210.52(C)(1);
A Receptacle outlet shall be installed at each wall counter space that is 300 mm (12 in.) or wider.

There's nothing about requiring an outlet within 24" of a sink (unless the wall space happens to be 24" or more), but yours isn't and is less than 12" too so the answer would be no, it's not required.
