Can you connect an undercounter dishmachine with a cord and plug or is it required to be hardwired? (Commercial Kitchen)

Yes you can. It is a different question as to whether a specific machine has the option of going either way. That is up to the manufacturer. If the machine comes with only a hard wired setup, and if the manufacturer's instructions do not include an option to install a cord and plug, then I think the installer can only connect that particular machine with a hard wire setup.

Also remember that in a commercial kitchen, cord and plug connected appliances at 120Volt must be GFCI - direct wire does not.
