Kitchen Future outlet Feed (FHAG)???

I am reviewing another consultant's work and they have a typical kitchen detail for counter outlets in a dwelling unit. They have a very starnge note that reads the following:

"Rough in J-box for future 120V, 20A, receptacle, located behind one of the base cabinets in order provide a future outlet power feed that would be in compliance with the Fair Housing Accessible Guidelines (future would be positioned in a base cabinet drawer front and the drawer will be rendered inoperable)".

This is a first for me. I searched through the 1998 FHAG document and I can not find anything related to this note. Has anyone else gone through something similar? :blink:
 
If the structure is designated to have accessiblity components as part of the building design -- you are required to place devices & switches within a designated reach range -- This would apply to all area's in the structure living area's, laundry areas, bathrooms, & kitchens. there are exemptions for certain areas not required to comply but most device location shall be within the reach range. sound like your instructions are a bit in reverse but without specifics on type of construction, occupany, & kitchen deisgn I can not be sure.

Thanks mwm1752. This is not my design. I am rather reviewing someone else's design and his/her note is a strange one which I never came across before.
