I have an island with a sink that has less than 12" behind it creating (in the eyes of the NEC) two separate island spaces. The question is if one of those separate spaces created by the sink is less then 12" does it require it's own receptacle?

No.. It must be more than 12" IMO.

Here is my reason

210.52(C)(1) Wall Countertop and Work Surface. A receptacle outlet
shall be installed at each wall countertop and work surface that
is 300 mm (12 in.) or wider. Receptacle outlets shall be installed
so that no point along the wall line is more than 600 mm
(24 in.) measured horizontally from a receptacle outlet in that
space.

Work surfaces was added in the 2017 NEC what about under the 2008?

I think the 2008 is very clear, Same text in 2017

So if you have a 12" deep countertop it can be up to 24" wide and not require a receptacle. :)

Thanks for the confirmation. When someone value engineered the extra receptacle out of the job you could be amazed by their interpretation.
