Look at 210.52 (C)(2) in the 2014 for receptacles on an island and 210.52 (C)(3,4,5) if it is not a true island.
For feeding the island, you could use pvc and the conductors/cables have to rated for use in a wet location (wet loc is defined in art 100).

FYI - concrete on a wood floor would not be a wet location -- a single top island only has a single countertop receptacle requirement

I have seen stick framed floors that had poured concrete on top. The concrete must in contact with grade to be considered wet location
