Does a kitchen island outlet need to be a GFCI? Outlet 9 ft from sink on the side away from actual kitchen work area.

In general, a gfci protected receptacle is required for all kitchen counter receptacles. Years ago it was limited to 6' from a sink but as I said that was many code cycles ago.
