Kitchen Island Receptacle(s)

New home in Florida built 2017 permitted under the 2011 NEC. Kitchen island is 2ft X 4ft no sink, plans show 2 GFI protected outlets (1) on both ends. Electrician installed (1) on the end should there be another outlet on the other end per code. I remember years ago if the island is 4ft or over an outlet was required on both ends or (1) in the middle. I also think that they ran UF cable without conduit in or under slab. I'll have to check that. If so they also did the same on the floor outlet in family room. Don't live there yet.

2011 NEC only requires one receptacle for the island.

I believe the requirement can change IF the island has a range, cooktop or sink meeting certain parameters, does it not ?

Yes, if the space behind the appliances or sink is less than 12", the countertop is considered 2 spaces.
Then, each space has to comply with 210.52(C)
 
Only one receptacle is required for the island you mentioned.

I also believe the uf was sleeved in pvc under the slab.

IIRC this at one time only required one receptacle on the island and that "if" got added, but not sure when.
