A kitchen island needs a receptacle and there does not appear to be an exception. IMO, you should not need one but this would be an authority having jurisdiction call

If the only thing in the island is the range top and the clearance on each side is less than 6", they don't need a code evaluation, they need a new architect. It's insane to have so little working space next to a range top.
