Kitchen outlets need to be GFCI protected. Does anyone think this outlet for the refrigerator is technically not in the kitchen area so doesn't need to be GFCI?

Yes, it is in a school. I'm considering the cafeteria area outside of the kitchen since no food preparation is performed there.

My take would be if it powers the refrigerator that is accessible in the kitchen area then yes GFCI.

I agree with the other... GFCI is required.
