Two questions.

1. Can the refrigerator be on one of the small appliance circuits? 210.52(B)(1) says that "In the kitchen, pantry, breakfast room, dining room, or similar area of a dwelling unit, the two or more 20 amp small-appliance branch circuits required by 210.11(C)(1) shall serve all wall and floor receptacle outlets covered by 210.52(A), all countertop outlets covered by 210.52 (C), and receptacle outlets for refrigeration equipment.

So, it sounds like it is alright. Some posts I read on this pointed out it is fine as long as the manufacturer doesn't require one.

2. Can the kitchen light (literally one light) be on the small-appliance circuit?

No. See 210.52(B)(2).
 
Thank you. Yes, I saw that and read "outlet", but after reviewing the definitions "utilization equipment" is "equipment that utilizes electric current for electronic, electromechanical, chemical, heating, LIGHTING, or similar purposes. An outlet is a "point on the wiring system at which current it taken to supply "utilization equipment". Thank you for making me read that again. Thank you for verifying the refrigerator!
