If someone adds an additional Kitchen/Kitchenette, what would determine by code if it has to have 2 small appliance branch circuits or just one? And what determines if they have to be 20 amp or 15 amp? It will have a 13.2 Kw oven, disposal, dishwasher and refrigerator. This is 05 code in effect not 08.

That is enough to make it, for the purposes of the NEC, a "kitchen." Presuming you are talking about a dwelling unit, every kitchen must have at least two small appliance circuits, and all receptacles powered by these circuits must be 20 amp. No SA circuit may supply more than one kitchen. So you will need to add at least two new SA circuits for the new room. Reference 210.52(B)

okay thanks. It doesn't seem to address the issue of a dwelling unit having a second kitchen or kitchenette as sometimes is the case. In your opinion would it still require 2 sa circuits if it didn't have a range?

It sort of does, by stating that a SA circuit is not permitted to serve more than one kitchen.

You are in VA, and I am in WA, and never the twain shall meet. Here, we have a local code that defines a kitchen essentially as a place where food is prepared. Some argue that the presence of a microwave oven gets you there.
