No receptacles in a dwelling are required to be 20 amps.

If they are not serving the counter tops:
- no, they don't need to be GFI protected. 210.8(A)(6)
- no, they don't need to be 20A

What he is referring to is the actual receptacle itself. The device isn't required to be 20A. (Table 210.21(B)(2))

What he is referring to is 210.52(B)(1) exception 1.

In using 210.70(A)(1) exception 1 (in other than a kitchen/bathroom), you can install a receptacle from a general purpose branch circuit in a dining room.

Otherwise, you must follow the main rule in 210.52(B)(1): All receptacles serving walls, counters and fridges in dwelling units shall be supplied from the 20A SABC's. Exception 1 creates a hole in the rule.

And as Celtic and 277 have pointed out, no GFCI protection is required in a kitchen for receptacles not serving countertops.

And CMP-2 has a memo for you. This makes perfect sense to them, and they scoff at any confusion that may result from it. :D
 
Thank you for the replies I do not do alot of resedential wireing at the rough in stage so was a little unclear as to what is required

I thought all recepts in kitchen had to be GFCI not just counter top.that is from wireing commercial kitchens.

I thought the SABC's had to stay on the counters

resedential and that new fangaled wire called Romex is confusing to me
 
Think romex messes with ya. We did these apartments and ran everything in MC in wooden studs. Thousands and thousands of feet of it. We had 14/2 14/3 12/2 12/3 12/4 10/2 and 8/3. My hat off to the resi guys.
