KO closer

Besides not listed. What other art. prohibits using fender washers and bolt to close an unused KO.
 
What makes you think it needs to be listed?
314.17(A) states that openings shall be closed in an approved manner.

I approve.
 
It's up to the AHJ to decide if it meets the NEC requirement. It also needs to comply with this:

110.12(A) Unused Openings. Unused openings, other than those intended for the operation of equipment, those intended for
mounting purposes, or those permitted as part of the design for listed equipment, shall be closed to afford protection
substantially equivalent to the wall of the equipment
. Where metallic plugs or plates are used with nonmetallic
enclosures, they shall be recessed at least 6 mm ( 1 ⁄ 4 in.) from the outer surface of the enclosure.
 
What the OP describes certainly meets the requirement of 110.12(A).
I wouldn’t bother the AHJ with this minor issue.
 
I have used many things, blank plates, washers, flat steel, etc... whatever was available.

I went out to my truck for a 3/4" KO seal the other day. Upon not finding one, I installed two fender washers with a 1/4" nut and bolt. I've done this many times before. Perfectly code compliant in my opinion. My only concern when I do this is if the bolt is touching a wire in which case I would rearrange the wires or cut the bolt.
 
I’ve just put an RC-50 or RC-75 in the 1/2” or 3/4” empty hole. If bigger I just nut and bolt or of course the best option is a 3 piece KO seal.
