the code requires all devices be bonded to the box on which there mounted.my question is if your load center is properly grounded and bonded,and you pull a ground wire from said load center to all devices and securely fasten it to the devices do meet code requirements for proper bonding of the device?or do you still have to connect the ground wire to a screw in the box?

The answer should be "Yes. Look at 250.146."
The box must be bonded in all cases. The permissions are for omitting a conductor to bond the device, not the box.

Also look at 250.146(A) in this case with a surface mounted box and the correct cover an egc is not required from the box to the device.
