KV2 Muultifunction eleectricity meter

I have a KV2 meter that is replacing the same only made by ABB
CL20 120to480v 4wy or 4wd 60hz FM 9S watthour meter
kh 1.8
p/r 24
ta 2.5a
The KV2 meter is reading very low and I don't know why.
The CTs are 600 to one
Question is does the KV2 have built in CTs?
If not than what should I look for?

My first guess would be that the meter is not programmed with the CT & PT ratios. Many of these meter applications have the multiplier applied externally by the billing/monitoring software.

My second guess is that the meter is not programmed for the correct form factor.
