L-14 vs L-15

I need to install some devices for some refrigeration units, they are 208v 3 phase units that came from the manufacturer with L14-30 Plug ends, is it acceptable by NEC to use a L14 for 3 phase?
 
I do not believe the NEC makes such distinction directly. To comply with the NEMA standard, an L15 should be used for 3Ø.

It obliquely says in 406 that attachment plugs have to be arranged so you can't mix voltages/etc, I take that to read that a receptacle supplying 3p+G can not be the same type as one supplying 2p+N+G. So it's only OK if if all L14-30s in the facilities are wired the same way.

In general, using a L14-30 for 3-phase is a bad idea (unless you have a corner-grounded delta, then IMHO it's a slightly less bad idea).
