L14-20P Plug Help

When looking at the Technical Spec, is the L14-20P require 1 Phase or 3 Phase?
Since in the spec it says it 3 Pole and 4 Wire?

Single phase - two "hots", a neutral, and ground. If it had 3-phase, it wouldn't be an L14.

If you look at the chart that infinity posted, you will see that 3 phase configurations are explicitly called out.
