Lamp Cords

Can anyone direct me to a code article, or tell me what is the smallest SO, SJT, SVT cord I can install on a 4' Fluorescent under counter fixture. This fixture holds a single FO32 T8 lamp. From what I read in the code, I think I can get away with a 18/3 cord.

This is a cord, and plug installation.

400.5 (A) gives the ampacities of flexible cord. 400.4 gives you the cord spec.
