Land Drilling Rigs

Is there anyone out there that has experience with inspecting "land drilling rigs" that are truck portable in packages?
My question is how to determine how much of the NEC applies to the electrical installation. I'm assuming that it all applies until I find something difinitive that says it does not.

I have done gravel pits with drills, conveyors, etc. The equipment was moveable, but not really truck mounted and portable. These installations came under MSHA which sort of follows NEC. The portions labeled "owner provided" on the plans came under the local AHJ and NEC. Those items would include panels, site distribution, stepdown transformers etc., but never included wiring provided by a manufacturer on any type of equipment.

I have also done the very portable mixing plants that follow road construction. At those locations, only the electric service came under NEC. The rest was considered the responsibility of MSHA. Again, the NEC was never an influence on manufacturer provided equipment, and the local inspectors would not look at that type of machinery.

I practice in New Mexico, and I am sure that other locations are different, however, I doubt that the NEC will have an impact on truck mounted drilling rigs whatsoever.
