Landlord space getting ready for tenant

I have tenant space in mall setting. The electrical room from which the tenant space is fed out of is in basement.

The electrical room consists of trough with one service disconnect. Their is incoming electric utility service into trough but it is not connected. The service conductors are capped in trough not connected.

The trough and service disconnect are not grounded meaning their is no grounding electrode conductor from trough or service disconnect to grounding electrode system.

The scope of work is to extend empty conduit from the one service disconnect basement electric room into tenant space. Later tenant would file to connect electric utility service, grounding electrode conductor to GES and then ofcourse panelboard in its space.

My questions are following:

1. Is the work that they are doing right now extending conduit to the tenant space but utiltiy service conductor capped in trough and trough or service disconnect does have have grounding electrode conductor violation of the code?

2. Is their any danger one sees extending conduit when their is no GEC and electric service conductors are capped not connected in trough?

Are no grounding electrodes being used? Are you sure there isn't a grounding electrode conductor in the meter base or the main service disconnect? ZIf there is a grounding electrode conductor in the main disconnect or meter/ ct cabinet then that is all that is necessary

Adding to post #1: Plans show their is no meter ct cabinet present. Only the disconnect and trough. The trough and disconnect was abandoned in past and service conductors capped in trough. Plans show their is no GEC to GES from trough or disconnect. The scope of work right now is to extend new empty conduit from disconnect to tenant space. However, this is being done without GEC to GES and service utility conductor still capped. Later in different drawing set under different permit service conductors would be uncapped and connected, have new ct and meter and GEC to GES but not right now.

In that same room their is another trough fed by separate incoming utility that is energized, has meters and ct cabinet and feeds multiple other tenants in mall and has GEC to GES.

post #1 questions any thoughts?

You must find out where the ct or meter is and see if the grounding electrode conductor exists. If not then I would assume you will need to add one.
 
Disconnect is not a service disconnect since utility conductors are not connected and their is no existing ct meter cabinet. The new ct meter will be installed in future right now just extending empty conduit from disconnect to tenant space.

Under which code section would require GEC for the scope of work being done?

Around these parts if we add a sub panel off main and there is no GEC the inspector would make up bring everything else up to code before he would pass us

No tenant sub panel is added right now just extend from disconnect to tenant space empty conduit for future work of adding sub panel, connect utility service conductor. I am just wondering which code section would require GEC.
 
See post #6. In short as you have already stated, you are talking about a sub panel in an attached structure.
