A self contained lap pool that sits above ground but can not be moved without drainning it would be treated as a regular swimming pool for code purposes?

According to the definition if it isn't 42" deep or more than it is not considered permanent-- silly but that is how it is written. IMO, I would wire it as a standard pool.
