If an electrical room has several panel/switchboards, each of which is rated less than 1200A but the total is more than 1200A would the entrance to working space requirements of 110.26(C)(2) apply?

No. You don?t add the ratings of two components to get a combined rating. If the room has four panels, each of which is rated at 300 amps, then you do not have a panel rated at 1200 amps.

The potential severity of arc flash is not necessarily reduced by using smaller switchgear.
