So long as the insulation rating for the transformer is above 150 degrees and in an industrial setting; in a manufacturing plant, does a 15kV to say a 2000kVA VPI transformer to 480Y/277V 1558 switchgear have to be in a room? Would OSHA have something to say about it and/or NFPA 70E?
 
I put 15kV primary, 480V secondary 2MVA liquid filled FR3 transformers in regular commercial occupancies (Group B) not in a vault.

So yes, a dry type in an industrial; occupancy does not need to be in a room.
 
I would guess that I have seen more of these units in open areas than in dedicated rooms.
