Large transfer switches mounting

Anyone here ever take the legs and the removable gland plate off of larger outdoor transfer switches and set them on a concrete pad directly over your conduits with ground bushings instead of nippling up with the legs on and use meters hubs?

I have done similar many times with open bottom control cabinets. We poured a pad with a riser the cabinet would set on. As an alternative make a skirt to use in place of the legs. I would use ss or powder coat
Traffic signal cabinets are almost all open bottom. An open bottom cabinet is always easier to install
