Should I take 210.8 (B) to mean;
All receptacles in the laundromat room including:
attendant desk area?
show window receptacles?
wall mounted TV receptacle?

Also hard wire circuits for dryers?

Possibly an AHL call as to defining the "area" I would say "yes".
Note: 210.8(D) which includes dryers does not limit GFCI protection to receptacles but addresses the branch circuit protection.

Since 2020 NEC 210.8(B)(10)
* Article 100 defines Laundry Area as, containing the appliance, or tray.
* For replacement outlets, if 406.4(D) is adopted

Since 2023 NEC 210.8(D) for appliance outlet or hardwiring
* Not for existing clothes dryers, range/ovens
* For replacement outlets, if 406.4(D) is adopted
