Code uses the term Laundry Area and Laundry Equipment in 210.52(F) "at least one outlet shall be installed in areas designated for the installation of laundry equipment".
The laundry area could be in a bedroom...

Can you install an individual 15 amp circuit for the washer and then have separate 20 amp convenience outlets?

I believe it is ambiguous by code wording but IMO, the nec requires a 20 amp laundry receptacle outlet. The washer is to launder so imo the 20 amp cir needs to be by the washer

The code minimum is 1-20A circuit for the laundry area. If a washing machine (and gas dryer) are installed AND ironing will be done in the same area, then 2-20A circuits is a better design.

210.52(F) in discussing the laundry circuit states "for laundry equipment".. IMO, the washer would need to be on that 20 amp circuit.
