When calculating the load for a suite in multifamily building with common laundry facilities is it necessary to include the 1500VA for a laundry circuit in the suite calculations even though there is no laundry in the suite?

No. But getting to that conclusion is a bit convoluted.
  • 220.52(B) says to include 1500 VA for the circuit required by 210.11(C)(1). No exceptions.
  • 210.11(C)(1) says you must include a 20 amp branch circuit to supply the laundry receptacle required by 210.52(F). No exceptions.
  • 210.52(F) says to install a laundry receptacle. But it gives two exceptions, and your case is one of the exceptions.
  • So 210.52(F) doesn't require a receptacle.
  • So 210.11(C)(1) doesn't require a branch circuit.
  • So 220.52(B) doesn't require including 1500 VA in the calculation.
  • QED

Glad to be of service. Now all we have to do is to wait for someone to disagree, and we can turn this into one of our famous 200+ post threads.
