Laundry room receptacle

I am trying to determine if a receptacle is needed at a laundry room sink counter top area. The counter top is approximately 3 feet in length. Here is Alaska residential new construction falls under the 2018 IRC. Section E3901.4.1 States "A receptacle outlet shall be installed at each wall countertop and work surface that is 12 inches or wider. Does this apply to the laundry room as well?
 
I was leaning that way however, E3901.4 states "In kitchens, pantries, breakfast rooms, dining rooms and similar areas of dwelling units, receptacle outlets for counter top ad work surfaces shall be installed in accordance with section E3901.4.1". Does the laundry room fall under the similar area criteria?

That section is addressing kitchens.
 
I don't know. It is a counter in a room with a sink and a cooking appliance.....
