LB for utility secondary

I have to install a new 400 amp 3 ph service into an existing electric room, I wanted to build it outside, but the building wont let me. Can I use an LB outside for the utility secondary to go inside the back of the new meter inside or do I have to burrow and chip out the floor and footer? Big difference in my pricing!!

Unless the utility takes issue with the LB or having the meter inside, I don't see a problem.

if it's ahead of the meter, many utilities won't permit it.
if there is a way to apply utility seals to it to prohibit access,
they may allow it.
