Lead Abatement during cable removal

Electrician I was working with today - we were discussing data cable removal and requirements for lead abatement- area is roped off and secured.
Who requires lead abatement and whats involved in it?
 
Thanks I don't have the OSHA documents as in Washington we are not under OSHA. I may have to check with our WISHA for the equal rule here.
