Leaving hub cover on Milbank service equipment and using Myers hub next to it??

Howdy forum.

I often use Milbank terminal boxes in the field. Mostly U4540-XL and U4542-XL.

These have an opening on the top of the enclosure for a hub and come shipped with a cover over that. Hub specified separately.

We have been getting feedback from inspectors that we MUST use that hub opening and not use a Myers hub on the side (still on the top cover, but just
to the left or right of the hub opening). Sometimes using this myers hub allows for better conduit orientation.

My hunch is its all about grounding/bonding and making sure everything is sealed up.

Can anyone find a specific code reference for this? It is service equipment.

I do know this is somewhat relevant:

230.62 (general service stuff)

and

312.2 Damp, Wet, or Hazardous (Classified) Locations.
(A) Damp and Wet Locations. In damp or wet locations, surface-type enclosures within the scope of this article shall be placed or equipped so as to prevent moisture or water from entering and accumulating within the cabinet or cutout box, and shall be mounted so there is at least 6-mm (?-in.) airspace between the enclosure and the wall or other supporting surface. Enclosures installed in wet locations shall be weatherproof. For enclosures in wet locations, raceways or cables entering above the level of uninsulated live parts shall use fittings listed for wet locations.

Any input appreciated.
 
Can't think of a reason the "Myers" hub would not be acceptable. I would note uaing a "Myers" hubs used on service conduits requires a "gvrounding" type hub and a bond jumper which will pose so difficulty.
 
If it's a fitting listed for wet locations then what is the issue? One advantage of using the hub is that it's in the center of the enclosure which allows for easier termination of the conductors where they come straight into the terminals.
 
The enclosure was listed to be used where the factory hub positions were placed?

If hub cover is missing weather gasket, perhaps it was not tested during NEMA rating, and therefore not listed for outdoor use.
