1. Any electronic driver circuit which converts incoming AC to DC and then uses that DC, probably via Pulse Width Modulation, to drive drive a regulated current through the LED or CFL tube, will exhibit a drain on the power line which is independent of those details.
2. The load on the power input of any rectifier circuit will inherently have a non-linear current drain and poor power factor which can be reduced by a wide range of techniques.
3. Those techniques can be applied equally well to LED and CFL.
The success of those measures in reducing harmonic current flow will depend on design and marketing decisions, not in the lighting technology.
