LED EXIT signs and an orange ballast disco??

Tasked with changing out several dozen LED EXIT signs in a building, checking 700, and a few others - I cant see where I'm required to use the little ballast disco's right?? After all they are called a "ballast" disconnects... if I am required - where are you finding the requirement??
