It's not a rotating piece of equipment. Line of sight disconnect rules do not apply here, unless I am missing something.
I've not heard of a requirement to be able to disconnect permanently installed luminaries. In stairwells, we specify to for lights to be connected directly to a breaker in a remote panel board and have never gotten push back from permitting.
