LED light strips in garage - plugged into ceiling outlet. "Permanent wiring"?

Garage ceiling had 2 lamp bases changed out for duplex receptacles. Pre-wired, LED work light strips are attached to the ceiling and plugged into the receptacles. Is this considered under the "permanent wiring" rule? There's no extension cords involved. Or are these lights considered fixtures and are okay to be plugged in?

They are legal as long a you don't need a tool to remove the light strip.
Nope, they're hanging on 2 screws, so if you slide the light a little bit, they pop off the screw heads. That must be why they seal the covers so you can just screw them into the ceiling....

Sounds like my garage lights! In my case, they're at least 12' up-- you need a ladder to reach them!
