LED Lighting power/data cable in conduit

We have a project with a 50' SJOOW cable running from a power/data supply mounted indoors above a drop ceiling to the fixtures mounted on the exterior facade. Is the contractor allowed to run the SJOOW in a conduit or raceway? I am a lighting rep (Please don't hold that against me) and I know we will run into this problem again.

The inspector is calling the SJOOW a portable cord, so he will not allow it. The cable end in the power/data supply is hardwired and the end into the fixture is a connector. Fixture voltage is 120 and power/data supply, cable, and fixture are UL listed as Class II device if that makes any difference. I am not familiar enough with the NEC to know if this is covered or not. Thanks for the help.
 
120v listed as class 2???
I have run into a few special fixtures that come with a molded SJOOW cords on them that we run into the building to a J-box, but they were LV fixtures. There are 120 volt pool lights that come with 50' of SJOOW cord to run in conduit to the nearest JB box. but not seen any listed as class2 at 120 volts. as it would not pass the "safe from shock hazard" part in 725.2 Class 2 Circuit definition.

If there is a class 2 LV power supply that feeds this SJOOW cable then this is a whole different story. (manufactured assembly) same as a piggy back cable feeding a camera system

Do you have a web listing where I could see one of these?
